I. INTRODUCTIONHis Excellency the Prime Minister chaired this Monday, August 22, 2016, from 7:00 'to 8:30' at the Government House, the thirty-fifth meeting of the year 2016 devoted to monitoring the economic situation, financial and social of the country.
Besides the Prime Minister, took part:
- The Minister of State, Minister of Budget;
- The Minister of National Economy;
- Minister of Finance;
- The Governor of the Central Bank of Congo
- The Chief of Staff of the Prime Minister, rapporteur.
The Minister of Agriculture and Rural Development was invited to the meeting.
II. ITEMS ON THE AGENDA
The three following points were discussed during the meeting:
a) The assessment of the recommendations of the meeting of August 15, 2016;
b) The synthesis of the international economic and financial situation and national to August 19, 2016;
c) The specific files.

By cons, prices of petroleum products, to 18 August 2016, saw increases in both markets. Indeed, the barrels are sold at $ 50.32 and $ 48.50 in London and New York, against $ 46.12 and $ 44.77 the previous week, representing increases of 9.11% and 8 , 33%.
Also on the grain market, all products recorded increases in their prices, posing as follows: a) $ 10.22 / tonne (+ 9.66%) for rice; b) $ 125.74 / tonne (+ 3.09%) for maize; and c) 427,00USD / tonne (+ 2.58%) for wheat.
Nationally, the course of the week under review, the main macroeconomic indicators presented as follows:
- The weekly inflation rate is 0.103% (-0.023 point). Cumulatively, inflation reached 2,106%. Projections of annual inflation rates are at 3.339% against a target of 4.2%.
- On the foreign exchange market, it is noted impairments of 0.48% in the indicative, and 0.24% in parallel. 18 August 2016, the Congolese franc has changed to 1014.77 against the US dollar to the official; 1068.23 and the free segment.
- International reserves, as at 16 August 2016 were 1032.60 million USD, covering 4.56 weeks of imports of goods and services.
- The rate of the Central Bank of Congo remains at 2%, has a negative margin of 0.504 points.
As for the current month, the 19th day, the negative balance of 95.249 billion CDF, consecutive to 164.928 billion CDF revenue and expenditure 260 177 000 000 CDF. This deficit level depends mainly to the launch of the pay of August.
On the year, the treasury has a deficit of 297.163 billion CDF.
3. Specific Issues
a) Location of the payroll
Payroll August was launched on Monday, 15 both in Kinshasa and in the provinces. It is normal.
b) National Agricultural Programme
The Minister of Agriculture and Rural Development has submitted to the Troika strategic status of the national agricultural program, with two main components; namely, the situation of breeding cattle in the country, and the plan of agro parks in some provinces.
On farms, he reported a disease prevailing in Ituri province and threatens the herds. The Troika has decided to make available to the Ministry of resources to launch the vaccination campaign.
In terms of agro-industrial parks, a budget was allocated to finalize feasibility studies, prior to their implementation.
III. RECOMMENDATIONS
Eight recommendations were made during the meeting of the Strategic Troika this Monday, August 22, 2016.
